Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on September 7, 2017.  A quorum present, Chairperson Andy Davis called the meeting to order at 5:30 p.m.  The following Commissioners were present:  Joe Urban, Kelly Henry, Scott Fichtner, Jeff Brand and John Kvamme.  Absent was member Ken Rossow. City staff present were Community Development Director Russ Wille and Administrative Secretary Cindy Moulton.  Visitor present was Mohamed Abdulkadir.

Approval of Agenda – A motion was made by Kvamme, seconded by Brand, to approve the agenda as presented.  With all in favor, the agenda was approved.

Approval of Minutes – A motion was made by Henry, seconded by Urban, to approve the minutes of the Regular August 3, 2017 as presented.  With all voting aye, the minutes were approved.

Saint Peter Islamic Center (Public Assembly – Conditional Use Permit)

Wille stated that the Saint Peter Islamic Center has negotiated to lease a portion of the former Mayo Sunrise Clinic located at 622 North Sunrise Drive.  The property is zoned (C-5) Business/Professional Office.  Wille indicated that Public Assembly is an allowable Conditional Use within the C-5 district.

The Islamic Center would like to make minor alterations to the interior of the structure to accommodate their intended use.  They would seek to establish office, community meeting space as well as a mosque for their worship services.

Wille said that Building Official Dean Busse has calculated the maximum occupancy of 40 person based upon the submitted plans.  It would be required that the maximum occupancy be conspicuously posted within the renovated rooms.

The zoning ordinance would require a minimum of 1 parking stall for every 5 seats for Public Assembly use.  There are currently 34 striped parking spaces.  With a maximum occupancy of 40 individuals, a total of 8 off-street parking stalls would be required by code.

The existing Day Care Center, which also occupies a portion of the structure is required to have 6 off-street parking stalls.  If the Islamic Center is established with the site, a total of 14 off street parking spaces would be required by code.

Brand stated that the plan that was included in the packet noted that the maximum occupancy was 50, which differentiated from the 40 included in the memo.  Brand asked Wille to confirm the occupancy and inform him of the findings.  Wille responded that he would he would follow up with the Building Official.

Brand asked Mohammed Abdulkadir how well the open house was attended.  Abdulkadir stated that the community was very supportive.  He indicated that approximately 200 visitors attended.

A motion was made by Fichtner , seconded by Brand to introduce Resolution No. 2017-10 entitled, “Resolution Recommending The Unconditional Approval Of A Conditional Use Permit Application Submitted By The Saint Peter Islamic Center To Allow For The Establishment Of Public Assembly At 622 North Sunrise Drive”.  All members voting aye, the Resolution was passed and adopted.


Historic Asset Preservation  – Wille reported that he has visited Northfield and Red Wing and plans to visit Stillwater and St. Paul in the near future.

Application to vacate 10th Street – Gustavus Adolphus College has submitted a request to vacate 10th Street which is located under Nobel Hall.

Old Armory – The former armory building, which will house the Event Center, renovations are progressing.  Their first event will be held on September 23, 2017.

Carnegie Library – The building is being repurposed.  There is a planned renovation and alteration. 

Mary’s Flower Site – A site plan will be submitted next week.


There being no further business, a motion was made by Urban, seconded by Fichtner, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 5:44 p.m.
