P & Z Minutes - Oct. 5, 2017

Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on October 5, 2017.  A quorum present, Chairperson Andy Davis called the meeting to order at 5:30 p.m.  The following Commissioners were present:  Davis, Joe Urban, Kelly Henry, Scott Fichtner, and Ken Rossow.  Absent were members John Kvamme and Jeff Brand. City staff present were Community Development Director Russ Wille and Administrative Secretary Cindy Moulton.  Visitor present was Paul Tanis representing Gustavus Adolphus College.

Approval of Agenda – A motion was made by Rossow, seconded by Urban, to approve the agenda as presented.  With all in favor, the agenda was approved.

Approval of Minutes – A motion was made by Henry, seconded by Fichtner, to approve the minutes of the Regular September 7, 2017 as presented.  With all voting aye, the minutes were approved.

Public Hearing – 10th Street R.O.W. (Partial Vacation)

Gustavus Adolphus College administration has determined that Nobel Hall has been constructed within and upon an underdeveloped portion of the platted 10th Street right-of-way.  GAC has submitted an application to vacate the 10th Street r-o-w lying under Nobel Hall on the GAC campus. 

Wille stated that the campus master plan does not suggest the relocation or demolition of Nobel Hall.  He suggested the remedy would be to vacate the underdeveloped portion of the 10th Street r-o-w upon the campus.

Davis opened the public hearing at 5:32 p.m.

With no public comment, Davis closed the hearing at 5:33 p.m. 

10th Street R.O.W. (Partial Vacation)

Urban asked if GAC could submit a blanket application in order to vacate all of the right-of-ways located on their property.

Tanis said that each vacation would have a different circumstance making it difficult to cover them all under one application.

A motion was made by Rossow, seconded by Urban to introduce Resolution No. 2017-11 entitled, “Resolution Recommending The Vacation Of All That Part of Tenth Street (Platted As Ninth Street) Patch’s Addition To St. Peter Lying Southerly Of The Northerly Line Of The South ½ Of The Northeast ¼ Of The Northeast ¼ Of Section 20, Township 110 North,, Range 26 West As Petitioned By The Abutting Property Owner”.  All members voting aye, the Resolution was passed and adopted


Historic Asset Preservation - Wille said that he has not visited Stillwater or St. Paul but plans to in the near future.

Moratorium - Wille reported the City Council will be discussing the possibility of placing a moratorium on Hwy 169 frontage property in order prohibit rezoning for 12 months, at their next goal session meeting.


There being no further business, a motion was made by Rossow, seconded by Urban, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 5:40 p.m.
