P & Z MINUTES - MAY 5, 2016

Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on May 5, 2016.  A quorum present, President Jerry Harty called the meeting to order at 5:35 p.m.  The following members were present:  Commissioners Harty, Joe Urban, Andy Davis, Ken Rossow, and Joey Hulsebus.  The following members absent were; John Kvamme and Jeff Brand. City staff present were Community Development Director Wille and Administrative Secretary Cindy Moulton.  Visitors present were Nicole Madison and Ed Bakke.

Approval of Agenda – A motion was made by Urban, seconded by Hulsebus, to approve the agenda.  With all in favor, the motion carried. 

Approval of Minutes – A motion was made by Rossow, seconded by Davis, to approve the minutes of the May 5, 2016 regular Planning and Zoning meeting with the following amendment; “He asked if the City would have any interest in maintaining the road if the ownership was maintained by the Township”. With all members in favor, the minutes were approved as amended.

Public Hearing

Wille reviewed the background of the proposed alley vacation. He indicated that Nicole Madison would like to construct a garage in her back yard. In order to provide access to the garage, Madison has requested the vacation of the south 8 feet of the east-west alley lying north and adjacent to the west 15 feet of Lot 2, Block 17, Skaro and Evenson Subdivision.

Notices were mailed to the affected property owners and utility companies.  Wille stated that Centerpoint Energy responded to the letter and they stated they do not have any utilities in the subject property.  Wille said the vacation is inconsequential to the neighbors.

Harty opened the public hearing at 5:39 pm. 

Ed Bakke, 711 Nassau stated he had no objection if there is not utility easement.

Harty closed the public hearing at 5:40 pm.

Nicole Madison –Alley Vacation Petition

Urban asked if the alley to the west of Eighth Street was vacated.  Wille confirmed the alley was vacated.

A motion was made by Urban, seconded by Hulsebus to introduce Resolution No. 2016-03 entitled, “Resolution Recommending That They City Council Approve The Petition To Vacate  The West 15 Feet Of Lot 2, Block 17, Skaro And Evenson Subdivision.”  All members voting aye, the Resolution was passed and adopted.

GAC/Gardner/Wenner-Underwood-Annexation Petition

Wille stated that a new Saint Peter High School is under construction.  Access to the new school is proposed by the construction of a roundabout at the intersection of County Road #5 and Gardner Road.  

In anticipation of the new school, the City has worked with Oshawa Township to prepare for an improvement to Gardner Road.  Both the City and Township will cooperatively provide for the installation of an asphalt surface on Gardner Road prior to the new school opening.

Wille explained that a right-of-way map must be approved to improve Gardner Road, however, the property needs to be included in the city limits before the City can adopt the plat.

Wille said that the property owners along Gardner Road have voluntarily petitioned the City Council to provide the annexation of their lands into the city limits to allow the City to adopt a right-of-way plat.  Wille indicated that once the lands have been annexed, the City will record the right-of-way plat.

Once the right-of-way plat is recorded, the City can move to acquire the right-of-way identified upon the plat.  Once the property is acquired, the City can authorize the commencement of road improvements necessary to serve the new school.

Wille said the property will be zoned as (EID) Education/Institutional District.  This is consistent with the zoning of the Gustavus Adolphus College campus. 

Rossow asked if the roundabout would be large enough to accommodate farm equipment.  Wille stated it would as there is agricultural land nearby.

A motion was made by Davis, seconded by Urban to introduce Resolution No. 2016-04 entitled, “Resolution Recommending The Annexation And Zoning Designation Of Tracts Of Land Owned By Gustavus Adolphus College, Lorene Gardner and Wenner-Underwood Farms”.  Members J Harty, Urban, Davis, and Hulsebus voting aye,  Member Rossow abstaining, the Resolution was passed and adopted.


Comprehensive Plan :  City Engineer Jeff Domras is working on the maps.  Wille will send out the Comp Plan electronically within the next two weeks.

ROW Map:  Wille said that the Planning & Zoning Commission may be asked to approve a ROW Map in June.

Traverse Green Subdivision:  The first phase of Traverse Green is under construction. 

Saint Peter High School:  Construction is on schedule.

Roundabout:   The City has begun the first phase of condemnation of the property needed for the round-a-bout which will be located at the intersection of St. Julien and Old Minnesota Avenue. 

Broadway Avenue Bridge:  During the Hwy 99 bridge repair, the City is looking into improving Broadway Avenue from Minnesota Avenue to the bridge.  The City is awaiting word on Federal funding for the project.

O’Reilly Auto Parts:  Asbestos has been removed from the former St. Peter Greenhouse.  They have submitted their building permit application and plans.

Shell Station:  There are 3 or 4 people interested in purchasing the former Shell Station property.  The property will be going up for auction in the near future.


There being no further business, a motion was made by Davis, seconded by Hulsebus, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 6:20 p.m.
