P & Z Minutes - Aug 3'17

August 3, 2017

Pursuant to due call and notice thereof, a regular meeting of the Planning and Zoning Commission of the City of Saint Peter was conducted in the Governors' Room of the Community Center on August 3, 2017.  A quorum present, Chairperson Andy Davis called the meeting to order at 5:30 p.m.  The following Commissioners were present:  Davis, Joe Urban, Kelly Henry, Scott Fichtner, and John Kvamme.  Absent were members Ken Rossow and Jeff Brand. City staff present were Community Development Director Russ Wille and Administrative Secretary Cindy Moulton. 

Approval of Agenda – A motion was made by Fichtner, seconded by Urban, to approve the agenda as presented.  With all in favor, the agenda was approved.

Approval of Minutes – A motion was made by Kvamme, seconded by Henry, to approve the minutes of the Regular July 6, 2017 as presented.  With all voting aye, the minutes were approved.

Registered Land Survey #71

The City Council has petitioned itself seeking the acceptance of Registered Land Survey (RLS) #71.  Wille stated that upon approval, the RLS would relocate the property line separating Lot 2 from Lot 3.  Wille also added that if the RLS is accepted, the vacated right of way would be combined with the remnant of Lot 3, Block 3 to allow for the creation of a lot that conforms the regulations of the adopted Zoning Code.

Wille indicated that the RLS is being petitioned with the anticipation of the sale of Parcel, Registered Land Survey #71 to Southwest Minnesota Housing Partnership (SWMHP).  SWMHP intends to initiate the Solace supportive housing program with the help of the district courts, treatment providers, county probation and human services.  Wille noted that the Solace project is a permitted use within the (I-1) General Industrial zoning district.

Wille announced that a public hearing is scheduled at the City Council meeting for August 14, 2017.

A motion by Urban and second by Henry, Resolution No. 2017-09 entitled, “Resolution Approving Waiver Of Subdivision For Lots 2 & 3, Block 3, North Industrial Park Subdivision, City Of Saint Peter, Nicollet County, Minnesota And Accepting Registered Land Survey No. 71”.  Will all members voting aye, the Resolution was passed and adopted.


Historic Tour – Wille announced that he will be visiting with staff from Northfield and Red Wing Friday, August 4, 2017 and Stillwater and St. Paul in two weeks regarding the heritage preservation efforts.

Commissioners requested that Wille also inquire on how these cities handle ADA requirements.

The Capitol Room – Wille reported that final approval has been granted for The Capitol Room project.


There being no further business, a motion was made by Fichtner, seconded by Brand, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 5:39 p.m.
