Saint Peter Community Center – Saint Peter Room


Call to Order:
The regular meeting of the Saint Peter Economic Development Authority (EDA) was called to order at 12:00 pm by Vice President Marilyn Rundell.  EDA members Rundell, James Dunn, Jerry Pfeifer, John Kvamme, and Jay Hansen were in attendance.  Members Bob Southworth and Cory Abels were absent. Community Development Director Wille and Administrative Secretary Cindy Moulton were also in attendance. Visitor present was James Arentson, architect from Southwest Minnesota Housing Partnership (SWMHP).

A motion was made by Pfeifer, seconded Kvamme to approve the agenda as presented.  All members voting aye, the motion was approved.

Spec Home Construction
Wille stated that he has been working with James Arentson, architect from SWMHP choosing house designs and floor plans for spec homes to be located in Traverse Green Subdivision.  He stated that the City has reserved three lots in the subdivision (Lots 10 & 11, Block 2 and Lot 14, Block 3) for the construction of the homes, which are expected to begin September, 2016.  He stated that SWMHP will also be constructing three spec homes during the same time period.

Wille indicated that the proposed house designs and plans conform to the restrictive covenants established by the City Council.  He also stated that they have reviewed the site development plans and have determined the construction can occur within the rules and regulations of the Saint Peter Zoning Code.

The two proposed house designs/plans are both over just 900 square feet on the main level.  Wille said that with rising house costs due to code changes the size and design of the homes have a very basic floor plan and design.  Arentson said they are trying to tweak the plans and find exceptions to the code to lower the cost of the homes.

At the July EDA meeting, they will be asked to pass a resolution authorizing the solicitation of bids for the three spec homes.  Wille said that the City will solicit bids and once they have been reviewed and verified the EDA will be asked to award the construction contract to the lowest responsive bidder at the August 25, 2016 EDA meeting.    

Wille said that the Greater Minnesota Finance Funds providing $5,000 assistance towards each home. 

The City Building Inspectors will be inspecting the construction as per City and Building Codes.  Wille said that Arentson and Jesse Schott work out of the Mankato Office for SWMHP and would also be able to visit the project.   

Pfeifer asked if the walls would be constructed in the lower level for a bathroom.  Wille said that the bath and laundry room would be stubbed in but know walls constructed.

Wille said that the construction management fee will be $7,500 per project.  Hansen felt the management fee was too high.  Arentson mentioned that he will need to consult with Rick Goodemann regarding the fee.


Chabeans, LLC – The City Council Chabeans, LLC’s Revolving Loan application.

July Meeting Date – Wille requested the July meeting date be moved to Wednesday, July 27th.  A motion was made by Pfeifer, seconded by Dunn to approve the date.  All members voting aye, the motion carried.

Small Business Development Center (SBCD) - Wille said that the SBDC, which is located at MSU, provides assistance to new businesses or existing business that wish to expand.  Wille said that the City has contributed $1,000 to the organization in the past and will be providing the same this year.  He indicated the money would come out of the Community Development operating budget in the general fund. 

Broadway Streetscape - The project is scheduled for 2017 in conjunction with the HWY 99 bridge repair.  Wille said that MNDOT’s main concern is safety.

Demographic Information - Wille provided a demographic handout to members for their information.

Former Shell Station – Wille has no new information of the tax forfeiture of the former Shell Station.

Lone Star Restaurant & Former El Agave – Lone Star has been sold and the former El Agave building on South Third Street has been sold.

Pfeifer suggested that a Costco or Trader Joes be solicited to build in the TIF District established by Hallets Pond.

A motion was made by Pfeifer, seconded by Dunn to adjourn the meeting.  All members voting aye, the meeting adjourned at 12:54 p.m.
