MEETING MINUTES – March 18, 2015
Saint Peter Community Center – Governors Room


Call to Order

A regular meeting of the Saint Peter Economic Development Authority was called to order by Vice President Marilyn Rundell at approximately 12:00 p.m.  Roll call was taken with Rundell, Chuck Zieman, John Kvamme, Cory Abels, and James Dunn, in attendance.  Absent were members Bob Southworth and Jay Hansen.  Also in attendance were Community Development Director Russ Wille, Administrative Secretary Cindy Moulton, Preston Smith representing Mary’s Flowers, Casey West and Brad DeVos representing St. Peter Community Childcare. 

Approval of Agenda

A motion was made by Abels, seconded by Kvamme to approve the agenda with the addition of extra reports.   All voting in favor of the amended agenda, the motion carried.

Unfinished Business – None

New Business

Wille stated that there was an offer on the Ritt Street property located at 430 Ritt Street. Wille requested that a Resolution calling for a closed session be approved in order to discuss the offer.  A motion was made by Dunn, seconded by Rundell to introduce Resolution No. 2015 - 03 entitled, “”Resolution Calling For Closed Session”.  With no further discussion and upon roll call, all members voting in favor, the Resolution was passed and adopted.  The EDA adjourned to a closed session at 12:04 p.m.

The EDA returned to an open session at 12:18 p.m.

A motion was made by Hansen, seconded by Dunn to introduce RESOLUTION No. 15-03  entitled, “A Resolution Recommending That The  City Council Accept The Terms Of An Agreement Between The Saint Peter Economic Development Authority And Marv Kottke For The Purchase Of The 430 Ritt Street Property”.  With no further discussion and upon roll call, all voted in favor, the Resolution was passed and adopted.

Wille stated that he will obtain a signed copy of the purchase agreement from Marv Kottke.  He indicated the offer from Kottke will be considered at the City Council meeting on March 23, 2015.


Wille reported that EI Micro-Circuits and Exceed Packaging will no longer have to complete the JOBZ forms after 2015.  He stated that both businesses have exceeded the full time employee requirement.

 Mary’s Flowers and Saint Peter Childcare will be requesting a balloon extension on their revolving loan.

 Tanis Brothers LLC have submitted a subordination request to Nicollet County Bank as they had an over run on their project.


With no further business to conduct a motion was made by Rundell, seconded by Zieman 12:24 p.m.
