REQUEST FOR PROPOSALS FOR ARCHITECTUAL SERVICES

January 23, 2012

 

The City of Saint Peter is soliciting proposals for Architectural services in the evaluation of the existing Pavilion structure located in Minnesota Square Park and to work with a 30+ member Task Force in the conceptual design of improvements, changes, and modifications to that Pavilion.  Interested vendors should submit proposals for the following services:  

 

  • Review documentation related to the Minnesota Square Park Pavilion, its construction and current uses.
  • Attend three to six meetings of a Task Force, produce information, and give professional advice to the Task Force related to work, suggestions, and ideas that the Task Force contemplates and respond to questions and ideas in writing and illustration while participating in the deliberation of the Task Force.
  • Be responsible for all materials needed to provide information to the Task Force.
  • Assist the Task Force in meeting its mission. That mission is:
    • Bring additional community input into the development of a vision for the future of the pavilion. (What purpose(s) do we want a pavilion to serve? How do we want it to look?)
    • Work with an architectural firm to develop rehabilitation, construction and/or enhancements based on the vision and see that vision transformed into a concept rendering.
  • Provide all materials in paper and electronic formats which can be uploaded to the City’s website.

 

This work will occur between the months of March and August of 2012.

 

The successful vendor must also provide the following information:

 

  • Proof of worker’s compensation insurance or verification of none being needed.
  • Proof of liability insurance in an amount not less than $1,500,000 per occurrence.
  • References from three previous clients/customers for which vendor has completed similar work.  Contact information for the references must also be provided.
  • Respondent will provide written information about qualifications, experience, resumes of primary Architects, engineers and other principles that would work on the project. Please limit written materials to 15 pages and provide 15 copies including this two page document completed as appropriate.
  • Respondents to this Request For Proposal will also be expected to provide a presentation of 15 to 30 minutes that illustrates their qualifications and experience and provide personal access to the Vendor’s Principle or Project Manager.

 

All proposals submitted shall be valid for a period of 60 days.

                                                                                               Greenhill Reservoir Rehabilitation

                                                                                                                 January 25, 2012

RECEIPT AND OPENING OF PROPOSALS:  Sealed proposals for the work described below will be received by the City Administrator at City Hall, 227 South Front Street, Saint Peter, MN  56082 until January 25, 2012; 2:00 p.m., at which time the bids will be opened and publicly read.

 

DESCRIPTION OF WORK:  The work includes the following:

A.               Rehabilitation of the existing 2 million gallon standpipe.  The work would include re-painting interior wet and exterior of the tank after appropriate surface preparation; minor structural repairs and welding. The interior wet area would be coated with Polibrid 705 Coating System, after removing existing coating system and preparing the surface as specified.  The exterior shall be coated with a paint system as specified after removing the existing coating and preparing the surface as specified.  The project will require SCPC Class I containment.  Contractor shall use a Certified Polybrid Applicator to coat the interior wet areas.

B.               Work shall be completed between May 1, 2012 and September 30, 2012.

AWARD OF BID: The City of Saint Peter will be awarding this contract based on “Best Value Procurement” principle.  All bids submitted will be evaluated as per the following criteria:

 

BEST VALUE PROCUREMENT CRITERIA:

A.     BEST VALUE PROCUREMENT PROCESS:  The Best Value Procurement Process is a procurement method that considers price and performance criteria as allowed under Minnesota Statute 16.C.02, subd. 4(a).  The selection of the bidder for this project will be based on price and the criteria listed in the table set forth below.  A “Total Weighted Score” (TWS) will be determined by scoring for these criteria using the following table and scoring-scale. The contractor’s bid prices ($BP), with and without alternates, will then be divided by the Total Weighted Score ($BP/TWS) giving the Best Value Prices ($BVP).  The Best Value Prices will be used to identify the apparent “Best Value Bid” for the alternates selected by the Owner. Project reference documentation pertaining to the Scoring Criteria shall be submitted at least 7 calendar days before the bid.  Total weighted score for each contractor will be available at the bid opening prior to opening of bids.

Each portion of the technical score shall be evaluated on the basis of this scale:

Excellent = 1.0-0.95 (Best in industry)

Good = 0.95-0.85 (Efficient and effective)

Acceptable = 0.85-0.80 (Adequate)

Poor = Less than 0.80 (Less than adequate)

 

COMPLETION OF WORK:  All work under the Contract must be complete within one hundred sixty (160) calendar days after issuance of the Notice to Proceed.  The tank shall be out of service for not more than sixty (60) calendar days.

OBTAINING CONTRACT DOCUMENTS AND BIDDING REQUIREMENTS:  Plans and specifications and all contract documents may be obtained at the office of Bolton & Menk, Inc., 1960 Premier Drive, Mankato, MN 56001, upon payment of $200.00, (includes sales tax; non-refundable) for each full set of specifications and accompanying drawings.

BID SECURITY: A certified check or a Bid Bond satisfactory to the City of Saint Peter, Minnesota, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid.

Labor Rates- Minimum Wage Requirements:

This project is being funded by the City of Saint Peter, Minnesota.  The project is not subject to the provisions of Little Davis-Bacon Act.

Performance and Payment Bonds:  The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.

The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.

PROJECT ADMINISTRATION:  All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project.  It shall be understood, however, that no specification interpretations will be made by telephone.

RECEIPT AND OPENING OF PROPOSALS:  Sealed proposals for the work described below will be received by the City Administrator at the City Hall, 227 S. Front St., Saint Peter, MN  56082 until February 16, 2012 at 10:00 a.m., at which time the bids will be opened and publicly read.

 

DESCRIPTION OF WORK:  The work includes the following:

 

A.         To complete improvements to the exterior fascia of the Saint Peter Wastewater Treatment Facility building, including:

 

1.         Remove and replace approximately 1200 LF of degraded mortar (color to match existing).

 

2.         Replace one (1) broken brick on west wall and one (1) broken brick on east wall (City to provide bricks).

 

3.         Expand and re-caulk two expansion joints on west wall of garage (approximately 60 LF).

 

4.         Re-caulk one existing construction joint (approximately 30 LF).

 

5.         Seal seams in standing seam roof panel lower lip with silicone tape to prevent future leakage.

 

6.         Re-caulk window on west wall of third floor elevator lobby.

 

7.         Remove and replace flashing for three (3) radiant heat vents.  Diameter of flashing at wall shall be 12‑inches.  Flashing shall be installed to provide seal at wall.  Color to be selected by Owner.

 

a.         North vent to have wall sleeve replaced, provide mortar and insulation as required.  Also extend vent pipe 18-inches.

 

8.         Provide drip flashing beneath three wall louvers.  Field verify length of flashing required.  Color to be selected by Owner.

 

9.         Seal entire building with water repellent sealer and provide manufacturers written 10 year warranty.

 

a.         See plans and photos in specification section Appendix A for examples of work to be completed.

 

COMPLETION OF WORK:  All work under the Contract must be complete by June 15, 2012.

 

MINIMUM CONTRACTOR QUALIFICATIONS:  The Bidder shall have experience as a General Contractor in masonry, tuck pointing and building restoration.  A list of references must be provided upon request.
